The 28th ASEAN Ministers on Energy Meeting: Towards green energy

With the theme: “Energy and climate change”, at the AMEM 28, representatives of 10 ASEAN countries, Deputy secretary of ASEAN and 8 partner countries including China, Japan, South Korea, Australia, New Zealand, Russia and the US acknowledged the results of 2009-2010 activities.

Right after the opening ceremony, on July 22nd, the 28th ASEAN Ministers on Energy Meeting passed the Action Program on ASEAN Energy Cooperation 2010-2011 including Connection of ASEAN gas pipelines, Connection of ASEAN grids; Cooperation on coal; Renewable energy; Energy reservation and efficiency.

The report and recommendations related to rearranging the organizational structure, cooperation on ASEAN energy were also presented at the meeting.

 

In the framework of AMEM 28, the East Asia Ministers on Energy Meeting and ASEAN + 3 Ministers on Energy Meeting have also been held.

 

At the ASEAN Ministerial Meeting with China, Japan and South Korea (ASEAN + 3), ministers noted the result of the cooperation program between ASEAN and these associates in the period 2009-2010.

 

The program includes 5 existing forums on information and experiences exchange in the field of natural gas, oil reservation, new and renewable energy, energy reservation and efficiency and the cooperation program on civil nuclear power, and on Clean Development Mechanism (CDM).

 

The meeting passed the action plan in the period 2010-2011 between ASEAN and these 3 associates, including rearranging existing forums towards increasing the efficiency, reducing clues and supplementing contents on coals, oil reservation, civil nuclear energy and cooperation on CDM.

 

For the civil nuclear energy, ministers passed the draft outline of the cooperation on ASEAN civil nuclear energy.

 

Besides bilateral meetings with Japan, China, India and Thailand, the Meeting also considered the proposal to cooperate with Russia and the U.S.

 

At the ASEAN + 6 Ministers on Energy Meeting (ASEAN with Australia, China, India, Japan, South Korea and New Zealand), representatives passed the energy reservation and efficiency, biofuel for transportation and for other purposes, integration of the energy market which was implemented by the working group.

 

AMEM 28 also approved Minutes of ASEAN Ministers on Energy Meeting; Minutes of ASEAN + 3 Ministers on Energy Meeting; Minutes of East Asia Ministers on Energy Meeting.

 

At this meeting, some regional and bilateral cooperation documents were signed such as Document of Cooperation on nuclear power development, Document of Industrial Cooperation among Vietnam – Laos – Cambodia.
